D-panthenol is a provitamin: when applied, it is converted into pantothenic acid, the active form of vitamin B5. This conversion occurs locally, in the superficial layers, and stops there.
Nothing reaches the bloodstream in useful quantities. Questions of daily dose, overdose, or interaction, which are legitimate for an ingested supplement, have no equivalent for a cream. This is the first thing to rule out when looking for dangers.

They are rare and mainly concern repeated applications on damaged skin, in a care rather than cosmetic context. On intact skin, at usual concentrations, cases of contact dermatitis to panthenol are exceptional.
As always, a reaction to a product containing it more often comes from another ingredient — fragrance, preservative, alcohol. For sensitive skin, testing a short formula before blaming an active ingredient remains the right method.

From 1 to 5% in cosmetic products. Below 1%, its presence is mainly a label argument. Beyond 5%, the texture becomes sticky without the effects improving — this is the practical limit, and it is for comfort, not safety.
This wide window explains its presence in a considerable proportion of creams, serums, and hair products. It combines with all active ingredients without special precautions and has no specific tolerance threshold.

It does not provide any lipids and therefore does not rebuild the skin barrier in the way ceramides do. It does not act on wrinkles, spots, or pores. It creates favorable conditions; it corrects nothing.

Panthenol is a small, water-soluble molecule. It penetrates the upper layers of the stratum corneum, where it retains water, and its conversion to pantothenic acid occurs locally. Its ability to penetrate deeper is low.
This is precisely what explains its safety. An ingredient that remains on the surface cannot produce a general effect, and the results expected from it are therefore, by design, surface results.
Depending on skin type
Dry skin: it provides hydration without heaviness, allowing it to be combined with a fatty substance. Oily skin: it hydrates without occlusion, which is rare. Sensitive skin: it is generally the first ingredient recommended, and rightly so.
No profile is excluded and no dose adjustment is necessary. This distinguishes it from most active ingredients, whose use is adjusted according to tolerance.
