This is one of the safest combinations you can build. Niacinamide strengthens the skin barrier over several weeks; panthenol soothes and retains water from the first few days. Neither of them is aggressive.

Two paths to the same goal
Niacinamide acts on the function of the skin barrier: better supported, it loses less water and reacts less. This is a fundamental, slow, and lasting action.
Panthenol soothes and retains water. Its role is immediate comfort, which makes waiting for the former more bearable.
The overlap is therefore partial and useful: both go in the same direction, at two different speeds.
Why the order matters little
Both are water-soluble and occupy the same place in a routine. Many formulas combine them in the same serum.
If you layer them, apply one then the other without waiting. The only rule is to apply them before any oily layer.
The protocol
After gentle cleansing, pat dry without rubbing. Apply the serum(s) to still damp skin, wait one minute, then apply a moisturizer.
In the morning, finish with sunscreen. In the evening, the last layer can be richer.
For sensitive skin
This is the clearest indication. Panthenol soothes, niacinamide strengthens, and neither causes notable irritation.
Nevertheless, introduce niacinamide gradually, every other evening for the first week: a slight initial warming sensation is possible, and it's better to distinguish it from an intolerance.
On shine and skin texture
Niacinamide acts on sebum production, which helps limit shine and refines skin texture. This is a gradual effect, visible over six to eight weeks.
Panthenol does not have this action. On shiny skin, it is therefore niacinamide that delivers the results, with panthenol providing comfort during the waiting period.
The complementary step
Neither niacinamide nor panthenol provide lipids. On rough or slightly peeling skin, a cream containing ceramides usefully complements the combination.
On oily skin, a light gel-cream is sufficient—but do not skip this step, whatever the texture.
What it's best not to combine
These two active ingredients combine with almost everything. Two common reservations, however: with a retinoid, prefer alternation in the first few weeks; with an exfoliant, apply them at different times.
And never introduce two new products in the same week—you wouldn't know which one is working.
When to judge
Comfort returns within a few days thanks to panthenol. Niacinamide's effect on shine, texture, and complexion requires six to eight weeks of daily use.
Only change one parameter at a time during this period, otherwise the result will be unidentifiable.
What you should know
This routine is cosmetic and improves the appearance and comfort of the skin, without treating any condition. Redness that persists beyond two weeks requires dermatological advice.
